build: docker-compose sürümünü ekle ve build hedeflerini kaldır

Docker Compose dosyalarına sürüm bilgisini eklendi ve api, core ve ui
hizmetleri için özel build hedefleri (dev/prod) kaldırılarak varsayılan
build hedefi kullanılacak hale getirildi.
